这个分数有他的指导意义，就是中国学生的听力确实是最弱的，因为我们的高考(微博)不重视听力，以及整体的英语教育的侧重点没有放在实用上，而是放在了茴香豆的无数种写法上，最典型的就是我们的英语教育，总是在考你类似于定语从句的N种形式，但是从来不告诉你哪种是常用的，就是这件事情的典型代表。造成的效果就是，我们的听力水平与实际应用完全脱节，因此造就了如此之低的听力成绩。
虽然口语成绩比听力成绩还高一分，并不是说明中国学生的口语水平稍好，而是因为托福考试的评分体系并没有很好地将口语分数差异化，换句话说就是分数再低，也很难到15以下，分数再高，也很难到23以上，大都是在15-23分这个段之间，因此，这个成绩指向性意义并不大。倒是可以取15和23的平均值19，我们就会发现，其实我们的口语在平均值之下。
至于阅读和作文，这个分数是正常的，代表了正常实力。不过需要注意的是，阅读并不是没拿接近满分就是怪物，其实中国学生的阅读平均分也就是在20分，换句话说，接近一半的人的阅读分数是在20分以下的。
至于作文，中国学生的分数即代表着我们的语法基础知识虽然交了这么多年，但是讲的东西仍然很不实用，很多人还有非常多的语法错误，是的，这就是中国英语的现状。高考弱化英语，期望能对于这一现象有所改观，希望人们更注重英语的实用性本身，当人们不再功利化的把它当做一个考试来对付的时候，希望中国的英语水平能有所变化。

也许我们感觉这样的数据很正常啊，作为一个群体来说，平均分就是不该有很大的变化啊，话虽是这样说，但是如果我们看一看韩国、和台湾的托福考生的数据的话，我们的英语水平真的是没有提升。
台湾地区的托福成绩是从一开始的71分，74-76-77-78，一直到了今年的79分，7年涨8分；
韩国更是从2006年的72分上涨到了2012年的84分，而且今年韩国的平均分是85分，涨13分；
新加坡98分，依然是亚洲最高；
印度91分，从前几年的92分跌下来1分。其实英语作为印度的官方语言，确实是对这个国家的整体英语有很大的帮助作用，印度人虽然发音奇怪，但是因为思路，表达方式以及重音，是与英语体系的国家完全接轨的，因此印度人与欧美人交流是完全无压力的，跟中国考生，完全不是在同一水平线上的；
巴基斯坦90分，排名亚洲第三。
放眼全球，北爱尔兰和亚美尼亚并列第一，平均分都是100分。而最有趣的分数是南非的98分，阅读22分，听力24分，听力26分，作文24分。{toefl,ibt,71分}.
